Welfare state - Necessity not Luxury: Public lecture by Prof Nicholas BarrThe next Central Bank of Malta public lecture will cover the subject of the Welfare state – Necessity not Luxury – and will be delivered by Professor Nicholas Barr of the Department of Economics, London School of Economics and Political Science.

Four sets of reasons will be outlined as to why countries have a welfare state: to address market failures, to share risk, to assist economic growth and to address distributional concerns.

The lecture will then discuss the design of welfare states, considering, in turn, the approaches taken to address income risks in working life and retirement, health, skills and social risks. It will conclude with a discussion of how to combine good design with fiscal sustainability.

The lecture will be held a Binja Laparelli (entrance from Triton Square) Central Bank of Malta, next Tuesday, the 11th of September, starting at 11:00am
